Hello, I have an MEP-803A that I got at an auction. Long story shortened It produces 24 Volts AC. Yes. That's not a typo. 24Volts AC. Anyone care to opine what the problem might be or what to start checking?

As Light in the Dark indicated, download the Technical Manuals (TMs) from the forums TM section.
Specifically, you need to perform the AC Voltage Regulator tests called out in the TM ending in -24.
Post up the results of each test step and then we can guide you toward finding the cause.

Be sure your generator has the "Fuse Mod" installed.
It's the fuse holder and fuse on the left of the AC Voltage Regulator

I have done some testing. I have the manual as well. Thinking someone may have had this problem. I've tested the power coming out of the generator itself and replaced the AC circuit interrupter relay. Tested a lot of circuits for continuity etc. The generator only has 80 hours on it. Also I tried exciting it with 12 volts.

Indeed, several people have had this same problem.
The results of the AC voltage regulator test will tell us where your issue lies.
You can also search this forum and read other people's stories with similar issues, including most recently:
There are a few reasons this can happen, that's why the VR test results are needed to pinpoint the root cause.
We also need to know if your gen has the fuse mod that Kloppk indicates above, and need to verify the fuse is good.
