Sounds annoying! Make sure you have the little bushing between the mirror and the west coast mirror bracket, both top and bottom. If you do not have them, all you do is bend the bracket and it will not really stop the mirror from turning. If you miss the bushings, try a hex nut that fits over the threaded stud, or maybe a stack of washers would work. You need something to create friction between the mirror bracket and the mirror housing.
