Mounting of Headlights

Is there a reason why some headlights are mounted on top of the night lights and some under the night lights. Thanks in advance for your replies.

Early trucks had low lights on non winch trucks with high lights for w/w trucks. Later all were mounted high.

Also, the early headlight buckets were able to be reversed (hi/lo). Some of the later ones didn't have this ability and were high position only.
