Well it was the thick brown goo , not hardened so nothing but fuel was coming from bottom drain. Made a vacuum tank and with a pressure nozzle on hose was able to pull the stuff out.

used a GE pump with a used fuel can , resilient mount and aero fittings ,

Worked for me , might save someone from having to pull a Tank,..

I simply remove the bottom fitting and use a garden hose to rinse them clean.

Leave it in the sun for an hour.

Use it!
