Look into the Goodyear Wrangler Duratrac A/T. They're supposed to have low road noise and great handling characteristics, but still offer an aggressive enough tread design to help you out if you happen to encounter some unexpected mud or other sloppiness.

The rinsing should be done year round. Remove mud that has collected. And watch the drain holes, they like to plug up.

Can't be done, rust never sleeps. Like it was stated above, the best way to avoid rust is to not drive it in the winter. This is the only option along with storing indoors such as a climate controlled garage. The only solution to keeping rust at bay while driving in winter is using a ton of substances such as zinc, wax, and oil. Anything metal better have one or a combination of the three on it. The government does not like people using oil to undercoat but they have to stop you first to make it illegal. Usually corrosion protection for airplanes which can be purchased mail order through places like aircraft spruce are great because the FAA sacrifices human health to airplane corrosion protection :) Anthing to keep a plane flying...
