Any suggestions on how to tie it to the frame? And the top still fits on there too

First thing is round the corners of the plates both above and below , and make one plate at least one in wider , the reason is not to keep the plates from the scissor effect or easly cutting through . If you really think you gonna role it : with your skills , just weld a plate to frame ( vertically only ) and run a tube and plate ( different size ) to bolt to cage ....

If it's a 95% daily driver just weld a plate to frame ( vertically only) with bracing and run a class 5 bolt through a body mount to it

You can see a few things I did on my cage. This is tied to the floor with plates on either side and welded to the frame underneath.
