navy switch cabinets

i am trying to get a set of generator switch cabinets working and learn a little about the system so far i do know that they are supposedly navy surplus they have been installed but they they where used for training and im sure they have a couple bugs. does anybody have any ideas of how to operate these or ideas of where to find info? thanks in advance
