Antenna length is not critical for a radio that receives only. Transmitting is different - The antenna must be resonant on the transmitting frequency or power sent it from the transmitter will be reflected back to the transmitter. This reflected power becomes heat in the final power amplifier of the radio. At best, only a small fraction of transmitter power leaves the antenna. At worst, the power reflected back into the transmitter causes damage.
