No Driving Off Base-New Recovery Rules?

10 business days really gets my stress level going. Most of us work for a living and those 10 days are subject to when GL reps are going to be there too, they don't mention that, only the fallacy of pickup times and days. In Little Falls, that 10 days really means like TWO days in the ten day window where you can actually pick up.
I also don't think this is a GL rule. I believe that because they lease the property they use from the Gov, there is something in their contract that stipulates 10 days from time of sale which legally occurs once your EUC is approved. They probably get charged storage for stuff there over 10 days... the way they combat that is to cancel the sale and return the property to Government ownership until it can be sold again... This is why there is no exception to the 10 day rule in most cases.

Without registration, it's illegial to drive on any public road. Even if you pull it home, it still needs registration and insurance if any of the wheels are touching the road surface. This includes tow dollys as they are not considered a trailer.
Not true. It depends on the state. You can drive anything home in Ohio after you purchase it with no plates or registration, just insurance which is covered under most policies. (I say most.)

What I do:

1. Call insurance company with VIN from paid receipt and get proof of insurance.

2. Go to DMV with proof of insurance and obtain temporary permit.

3. Go get truck. Drive if it checks out operable and safe. Tow or haul if not.

I absolutely do not want myself or my family to be on the same highway as a surplus military vehicle that is not both safe to operate (BRAKES & TIRES) and insured.

If you think you should be able to drive off the base in an uninsured and unregistered vehicle, do you also think you should you be allowed to drive onto a base with one?
Not sure who that is directed at, but I don't think there are too many people that will drive a MV without insurance. Unregistered, well there's lots of states without the ability to register in the 10 day window/and/or without title.

If they are concerned about liability, simply require proof of insurance. Registration is on the person picking it up. When it comes down to it, When I went on base to retrieve my A3 and preview a bunch of M1008's I was never asked for proof of insurance or ownership or my ID even.

I don't think anyone here would condone someone driving without insurance. But the 10 day window to get registration without a title is another story.

You'll notice almost all bases have parking lots by one or more gates. This is for all the people with issues: whether it be insurance, registration, or banned from driving on base due to tickets etc. Registration IS required to get on a Federal installation. If the active duty can't get on base with a newly bought unregistered truck, why should a civilian be allowed to drive one off?

The funny thing is that I was not asked for any proof of anything other than my driver's license when I picked up my M1009 at Nellis last year.

In CA, I couldn't register the truck until I had the SF-97 and bill of sale, so no registration at time of pickup. The only thing I could get from DMV was a travel permit, allowing me to drive it home. However, you have something like 30 days to get it registered anyway, so I'm not sure the permit is needed.

As for insurance, I'm not entirely sure I needed it before I picked up the truck, as my existing policy covers me for any vehicle I drive, which I confirmed with my agent.

In any case, I feel one should do the best they can to do what is safe and right when picking up their auction wins.

Well this is not exactly the end of the world here in Kansas. We can still get 30 day temp tags with a bill of sale and only an idiot drives without insurance so nothing much is changing here.

Pic is of my M35A2 just home from it's recovery in 08 with the temp tag on the back. I got to run around for that month then she was stuck will I finally got the SF-97 out of GL 5 months later.

This seems like a reasonable requirement.
Not if you are driving on a military installation it isn't. Just because the airman at the gate doesn't ask to see your registration, doesn't mean it isn't required whether driving on base or removing a truck from GL off base.

QUOTE]

If the MV is involved in a major accident, insurance may not cover all the damages. Then the Government can still be liable due to the title not being transfered.

Here is the "official" word from my GL rep:

Per the Base Commander and issues with the EPA from any "potential" spills, they will not allow any "servicing and starting" of the vehicles. Towing off is fine with "proper" equipment.

So, would it be safe to suggest we no longer can start them, while previewing?

And, Will they no longer state "truck starts", if they can't start them either?

Will everything be forklifted now? (causing possibly even more leaks/spills)?

Picture this scenario, Truck was driven in. You can not start it now.

I'll bet some moron drained the oil on the ground while performing an oil change.

Thank God it was a local decision made by a Base Commander. Let's hope the idioticracy doesn't spread. That base probably has 1000 MVs up and down the road every week, but they are concerned about one. It's not totally unfair and is to his discretion, I agree, but I would hope other base commanders are more discrete in their review process and have better things to do then worry about EPA on a MV.

If/when a problem reveals itself and persist, do something about it.
If there are no problems, work on the ones in front of you.

So, in his favor, I suspect they may have had a previous problem with a FMV causing a review. Guys, please don't spill your beer when going out the gate.

edit: BTW, I'm VERY happy to hear GL is not rocking the boat on this one. Thanks again for your research in the matter. Facts do wonders.

I am gonna chime in on the $500 min. I've been involved with moving and rigging for a while and 500 is not that much really. You have to consider what it takes to do the job, the biggest is the insurance you have to carry it is very expensive, next is the equipment do you know how long it takes to turn a profit with equipment that cost a half million dollars and 500 dollars a pop? Then you got the overhead everyday cost like fuel and labor, maintenance. I was never in business to work for free, I bet none would go to work very long without a pay check. i don't know how many times I've been at a industrial auction loading out and a fellow will walk over and want a small mill or lathe loaded and you tell him $100 and they fly off the handle and call you a theif, but they come back they always come back. So i would say if you went and satisfied the requirements you too could become a approved rigger also then I bet you would think that 500 bucks was a lot cheaper then. 2cents

Okay I see both sides and things are getting tighter and I bet I know why they have went to approved loadout personnel only. This happened to me yesterday was asked to help guide a trucker as he drove a 936 wrecker on to his truck said sure aua this idiot has driven the mv over to the dock and he should know how to drive he got a cdl, so I direct him up the dock and on his trailer and as his rear tires come on the trailer I tell him to stop by hand signal and verbally only to see a frightened look on his face as I get the heck out of the way he has no air pressure and no brakes:shock: he slammed into the step part of the trailer and bounced back and almost ran off the side of his trailer, only about 1 inch of his front tire was still on the truck! After I talk him back up on to the trailer I put a wheel chock in front of his tire and he got out and I asked about the brakes and he knew before he started up on the dock  so at this point I just walk away because I wanted to beat him very badlyaua So if a professional driver acts like this can you imagine how stupid the general public at large will be if they are allowed to do whatever they can twist up as the way they want to go about driving on a trailer or straight off post? Yes you may know what you are doing but how's a gl representative going to make that call thirty times a day? Working as close as I have with the govliquidation and government personnel at camp shelby has made me see how and why the rules are in place. Any and all critical views are welcomed:beer:

That wasnt't a professional driver, that was a steering wheel holder.
