No Panel lights

Seeking assistance troubleshooting troubleshooting 1987 M1028 CUCV.

Instrument panel and heater panel lights are not coming on. There is no power to the 5 Amp fuse. Using a power probe, if I were to put power to the 5 AM fuse the lights come on. Also also on the headlights switch if I put power to the dark green wire the lights will come on.

I would appreciate it if anybody could help me troubleshoot or point me in the right direction. I have the technical manual but I am not trained on reading wire diagrams.

Nothing for nothing, but did you make sure the Blackout Switch is not tripped?

That is a good point. Make sure the switch is in the service lights position. Does the horn blow or do the headlamps work? Report back.
