No start after changing injector return lines

I have a 2000 HMMWV. It always ran great and started right up. Lately I noticed some of the little braided rubber hoses on the injectors were cracking and leaking. We changed them all and now it won't start. I'm assuming the injection pump has lost its prime. I can take the small hose off the top of the injection pump and when spinning the engine some fuel will come out so I believe the lift pump is supplying fuel to the IP. We took all the hard lines loose from the injectors coming from the IP and nothing comes out. We have 24 V on both of the wires on top of the IP and when you plug them in it does click (both).
Any idea of what it could be or what to check next?

Did you ever solve this issue? Would be great to know the outcome. My M1123 has run great for past year until it had one hard start, now nothing - have run through basic checks but looking for more info to trouble shoot. Thanks!
