Ol wet carpet had to go, but what is this?

I pulled the carpet that came in my truck out today & threw it away. Every time it rains the carpet next to the kick panels is wet on both sides & I've worried about it rusting my floor. I figured I'd have the floor sprayed in Rhino-liner or the likes. I was surprised to find a big bracket in my passenger floor. Can anyone tell what it's for? Just curious.

I use a little 2" grinder and grind on the bracket. I favor the bracket and tap a flat wedge under the bracket and keep grinding on the bracket at the weld and tap lightly on the wedge. It will POP and you can get it off with no adverse damage. Slow as you go, and a small grinder works better than a big cutting wheel. Good Luck. I removed the brackets from M1009 rear inner fenders and all other brackets with this method.
