Water & steel wool or something less abrasive (steel wool comes in finer grades than SOS).

Hopefully the previous owner wasn't a motorpool painter or a Maaco painter. Those 2 are the very best a making paint adhere to rubber.

Just dawned on me, in the days before armorall, fire departments used brake fluid to shine up tires for parades. DOT3 is pretty fair at softening paint.
