It goes from the heater hose that enters the radiator to that hose barb on the crossover. In the Arctic kit TM it shows the crossover upper barb going to the drivers fenderwell heater and then from the heater goes to a Y pipe that is in the heater hose to the radiator.
Guessing once my truck went went down south after being up north they just removed the heater and connected the two points together with a hose.
