That is a slave port. A military connector would bolt in there and have 2 cables going to ground and power. This is where the vehicle would be jump started.
If you look on ebay for military slave cables and ports, you'll see what they look like.

M37s are one of the few MV's that have slave ports on the driver side. Almost everything else I've seen they are on the passenger side.
