primary filter help needed.

So on the threaded shaft, is there something like a pin going through it to keep item #10 from sitting on the bottom of the canister?
Becuase in mine, I think the spring is sitting on the bottom of the canister...and the drawing shows it suspended above.....

There is a "shelf" on the threaded shaft and the spring sits on a washer (may be missing on yours).

I've encountered more than one where the primary filter was hanging out in the bottom of the can doing nothing.

I replaced all mine a few weeks ago. And there is some thing on the shaft to hold the spring up, pin or a grove or some thing can't remember what. But your is missing some thing. And as for the end gasket being glued off center, I just got some millitary supuls ones and 1 of those is the same way. Off center.
