Rear Hub Mounting Bracket - What is this used for?

I have been hesitant to ask because I am sure once it is pointed out, it will seem obvious and I will wonder how I overlooked its function. Is it used for helping to extract from a mired/stuck situation? I have not had any luck while searching the forum, TMs, or operation manuals.
