Rebuilt Gen 1 still have problem

I checked all the wiring and voltages as instructed in the TM. I read many alternator threads including the sticky.
I initially found the diode trio was bad and they indeed tested bad on the bench.
I replaced the voltage regulator, diode trio and rectifier. The brushes are good and the winding checks good with a meter.
The alternator only puts out 11.5 to a bit over 12 volts.
Any suggestion are appreciated. Thanks in advance.

There must a winding down somewhere, Or is the slip ring ok?..I would take it to a company that would check it out thoroughly with the appropriate test equipment. Especially after all the remedial work you have put into it.
