Removing CARC paint from tire

One of the Goodyear tires I bought for my fmtv has crusty over spray on both sides that looks like it was near a vehicle that was being painted with CARC. Now it's covered with a crusty coating of it on both sides. Or at least that's what it looks like. What would be a good way to clean that off without damaging the rubber? This is a 2018 tire never mounted.

I've had good luck getting overspray off with a Scotchbrite pad, for particularly tough bits I add watery dish soap.

I usually sandblast it off but it’s super slow going, like 10 minutes per side. That carc is tuff stuff.

Rubber is not damaged by sand blasting.

A military vehicle without paint overspray on the tires can't possibly be a real military vehicle!
