Rod bearings, failure mode

Question about using rod cap bolts over again. Should it be done, especially if one is going to retorque them when plastigaging the bearings and then retorque when reinstalling with or without new bearings? How many times can they be torqued without a problem? Also, if new bolts are used, would there be any need to retorque after a certain amount of time?
