S&T on the diagnostic port bypass?

I was talking to one of my army buddies today he said they would take a paper clip and stick it into the s & t spots on the diagnostic port to bypass the pcb box. Anyone know anything about this.

Connecting terminals S-T makes the starter operate, but does not power the solenoid on the fuel injector pump.
