Scouts get new Deuce...won't start

So we picked up our new deuce, paperwork says its a '71, but not sure. everything looks in really good shape except for wiring which appears to have been the main course for quite a few mice, during its time in storage (talked to Jeff at Pipline, but want to make sure it will run before I invest in new harness). So unable to start it electrically, we tried pull starting it using a 5 ton, we then discovered that there was no fuel line from the filter inlet to the IP. Fixed that, still won't fire. We then powered the fuel pump with a 12v battery, it ran fine. We opened the top and bottom of the filter and got fuel, however after loosening one line to an injector, and pulling some more, no fuel at the injector. So whats my next step.

You have fuel tp IP, but not after it. pull the cover off the fuel shutoff and see if the fuel shut off is actually releasing and letting fuel past. That's the only simple thing I know that could cause a no fuel condition.

a shot in the dark here...

check the engine stop portion of the IP and make sure it is not stuck - if it is you can remove stop cable and the cover , then exercise the stop and add wd40 to loosen

The easiest way I found to test things is start with the plug in the center of the IP head. Put a plastic pen or wooden dowel in there and crank her over. Caution, fuel will pour out of there when you turn on the power! If the dowel moves up and down, your next step is to pull the engine stop cover(no need to take the cable off it) and make sure the lever moves freely. It should be in the 7:00 position with the cover off. You should be able to push it toward the firewall and have it spring back to the 7:00 position on its own. Sometimes it will stick and the problem is the lever itself, other times it will be the block in the HH. If the plunger goes up and down, its usually the lever that is stuck. Let us know what you find or if you have questions.

Thanks to all who gave advice, it turns out it was the fuel cutoff. I removed the cover and moved the lever ( it was a little stuck) back and forth, put the cover back on and the whistler fired right up. Took a while though, had to work around the heater box (dont need it here in south Texas, if anyones interested) Thanks again for the help.

Is' nt the scouts eligible to get stuff like this thru DMRO with the right paperwork??
If so, a highway dept. head told me they have to hold onto it for so long and then they can dispose of it. Now if perhapsing a troop would like to make some scheckels ---

It's a yard alright, my backyard, only place I have to store the stuff. It's not DRMO but like it, anything over $5000 in original cost or any vehicles, we have to use it for a certain period of time before we can sell, part out, lease or whatever. Our scouts signed up to get sleeping bags and such, but we recently found out we will be putting on a summer camp for 250 young men the summer of 2012, hence the MKTs, deuces and generators. I'm sure after the camp, we won't need a lot of this stuff anymore.

We (BSA) used to be allowed to go straight through the DRMO. We can't do that any more. We have to go through the GSA and local SASP.

No, DRMS is still huge. What trickles down to GL is only the tip of a very large iceberg. It only goes to GL when noone else in the system wants it.

Would SS qualify under "Nonprofit and public programs for the elderly"? Or would it be "Special Category"?

That being said, would a State University and its sub-departments qualify for this type of access? I know my university surpluses out to the state education and penal system.
