Is there supposed to be a fuel pump in the passenger side tank on a five ton Kaiser Jeep dump truck?

My 5 ton multifuel dump truck, tractor, and wrecker trucks have no pump in the right hand tank, but have an electric transfer pump mounted by the left end of the battery box. It is controlled by a toggle switch on the dash with indicator light when fuel is to be transferred from the right tank to the left tank. The in-tank pump in the left tank then feeds it to the filters and injection pump.
