Slow throttle response on 816

I have had slow throttle response for years. Then, a few weeks ago, it would only idle at start-up and in a few seconds it died and would not restart. To make a long story short, it turned out to be the throttle. The linkage was working perfectly but the shaft is turned by a clock spring. It appeared that the shaft was turning but actually it was not. I could barely turn it by hand with a lot of effort. I lubed the shaft and worked it to free it up. It then started right up and has instant throttle response. It was a eureka moment! Apparently it had been hard to turn for years and the spring, along with vibration from the motor, would eventually open the throttle and then slowly close when released.

Clock spring went MIA on mine while jaking down a hill with trailer and dozer, kinda interesting trying to get up the other side with only 1/4 throttle, Cummins says they don't make the spring anymore, so I was forced to tack weld the arms together to get full throttle travel back. Adjust the bolt in the floor for new arm travel and been ok since.

I cant help but wonder if your seized throttle shaft, only means that you need to drive it more often..... just kidding...
