Soft break pedal

Airpack rebuilt, master cyl rebuilt all new brake lines wheel cyls and shoes but I have a soft brake pedal. Every wheel cyl is bled and now I am wondering what the problem is, Anyone have any thoughts? and what I should check

Are the shoes adjusted properly? There is a major and minor adjustment.

Also, in what order did you bleed? Air pack is first, then wheel cylinders , then back to the air pack.
