What would cause this spring to sit nearly on frame, worn out bushes ?
Passenger side is fine.

I would say yes.
Those bushings look to be just about shot...

Have you carefully inspected the springs with the wheels off the truck?
A single broken leaf in the springs could settle it down as well.

The lower bushing is clearly toast. The upper bushing is likely the same.

Thanks for replies, spring seems to be OK. Çan anyone confirm the attached pic is the correct one. I'm in the UK, so use rockauto for most parts.

Sure looks like the ones I used, made a noticeable difference in ride quality.
