STE/ICE connector Tach Reading

I looked in the tm's and found that pins C and D on the STE/ICE connector in my m1009 are from the tach buffer. I thought when I hooked a multimeter to those I would get a reading that I might be able to decode into a guesstimate of the rpm but it reads 0 on dc and ac. Anyone else tried this and did you get a reading or am I doing something wrong?

But should I have voltage coming from those pins? I know you can add a tach and tap off the alternator which is what the diagnostic does, but I wasn't sure if I needed to use a ground pin for something else in the connector to get a reading.
