Steering arm removal?

having trouble removing the steering arm, removed the 4 nuts will not break lose(i am talking about the arm on top of driver side break drum) do the studs have to be removed for it to be removed? soaking with penetrating oil

I have had good luck using a air hammer It's more of a vibration then heavy hits to make the cones walk out.

Use a small screw driver in the slot on the tapered bushings. Works every time.

used a product by KANO called AREO-KROIL soaked over night removed studs (two front facing engine) one wack it came lose, double nutted stud to remove, now waiting for pitman arm remover to be delivered. thanks everyone for help-full hints
