Strange Crank No Start Condition

While you had the IP out did you confirm that the governor weights were turning? was there resistance to turning the input shaft?
The only reason I can think of that would cause the advance pin to be sheared is because the IP seized, sometimes that shears off the shaft, I would think if that were the case the input shaft would now turn rather easily.
You obviously have more time than money, I would not go through all that work without installing a known good or rebuilt IP.
Do you have the factory port caps for the intake ports? if not be extremely careful not to get any trash in the intake ports.

Even with the fuel in shutdown and or the pistons (they actually are called plungers) stuck as long as the transfer pump is turning/working it should be pushing fuel out of the return port with the fitting (check valve) removed.
weights seem to be moving freely, very little resistance to turning the shaft. It wouldn't freespin but would require a few ounces of pressure to get moving.

Im going to open up the inspection window and make sure I didnt snap another advance pin. While Im at it all check the weights.

Not yet. I took the IJ out a second time, cleaned it again, reassembled again, and reinstalled it yestarady. Still nothing out of the injector lines, but I might need to bleed out my lines again. I did get the number of a veteran Hmmwv mechanic in the area so thats the next stop before sending the IJ out for a professional rebuild.

Making slow progress, I discovered the fuel shut off solenoid in the top of the IP was binding up and not engaging. Now I can hear/feel it actuating when the key is switched on. Now, Im not getting any fuel to the IP.... My question is: with all my attempts to turn it over basically dead heading against metering valve, could I have worn out my lift pump? Nothing seems to be coming out of the lift pump when I disconnect it from the fuel sep/filter.

Replaced lift pump and its blasting diesel now. Still nothing out of theinjection pump. Anyone know a decent injection pump rebuilder? I thought @Mogman mentioned one in Austin before but I cant find it.

You may want to get the special 5 point torx drive bits and remove the top of the IP (carefully and cleanly) and have a looksee
I would have to see if I can find that shop in Austin, most shops just get a rebuilt unit from someone else.

I have opened the top cover up more than I dare mention, everything seems fine. Solenoids are working, armatures move easily.... And no worries on the shop, Ill call around. I just thought I remembered somone menmtion a shop they liked in Austin.
