Stuck in reverse

The more I look at it the more I think the little plate that is attached to the shifter has a tab that is broken off.

Dumb question: is there a way I can function-check the winch while it's in this condition? If I'm parting out the truck I don't really care if I can drive it or not. But I would like to test out the winch before I disassemble it.

Put the transfer case in neutral. Make sure the transmission is either in a specific gear, or neutral. I wouldn't do it without the top of the transmission on, so the forks can keep the transmission components from drifting around.
