Those were termed two piece rims and they were illegal when I was working in the shop. The split ring is a much safer wheel. I did see a couple of old farm trucks come in with two piece wheels and I turned them down too. Sold them used highway truck rims for next to nothing and they were happy.
I did not understand he was talking about combat rims with locking bolts these are nearly bullet proof and other than the extra labor I would do them in a heartbeat.
