Tarp Tie Down Ropes? CARC paint?

Hello, does anyone know where I can get the "black stretchy rubber tie down ropes" for the cargo tarp? Bulk lengths would be great. I don't want to use bungie cords

Also, can anyone buy the CARC paint at Sherwin-Williams? Any regs against selling to individuals?

I checked out McMaster-Carr. Is it the EPDM Rubber Cord and Polyurethane Cord that I'm looking for? Anyone know what the diameter is?
