Generally, with tractors it's better to use the cable to change the governor setting than to remove the governor and control throttle directly.

On all but the earliest models, there is a governor adjustment. There is a thumb wheel to lock the setting, affixing the throttle cable to move this setting is what you want to do. Maximum speed is set elsewhere, it's locked in with a 7/16" nut on the governor spring.

These engines are fine for 3600 RPM but will throw rods if you bypass the governor. Don't expect more than 15 Hp with the best modifications, 10 Hp forever is easy.
