Through bolt in oil filter

In an Onan-engined MEP003a, there are three pieces inside this bolt--what order do they go in? Does the circular phenolic valve piece go closest to the bolt head and go in first, or does it go in after the spring? Thanks in advance.

Thanks for the response. I actually looked in the TMs and can't find this or a description of it. I am asking about the spring, circular piece, and retaining pin that are actually inside the hollow through bolt.

That stuff is your high pressure filter bypass. I don't think it was ever intended to be serviced.
