He's right a recap shop can put skyving rubber in it( a tape-like rubber substance) and 'cook' it off then grind/buff the sidewall/tread for a fairly clean looking repair. Keep in mind that if the interior 'cords' are cut, there is no repair for them. The whole thing is cosmetic, and only prevents more deterioration of the area, not making it any stronger though. Tough break to have the cuts.
If the tire is worth it, a Cap Shop can re-vulcanize a section in them.
