When you mount those valves they need the spring preloaded. You basically have to mount it past the point it normally mounts and rotate it against the spring to the correct location.

Where is the TPS in the Tech Manuals? Hmm, I have not been able to locate.

Fellas,

I have figured out my problem! After buying a new modulator, regulator, vac lines...there was a leak in the metal vac line runing to the trans!! I ran a hose from the old regulator with a hose to the modulator and it worked perfect. I am really thinking about doing a right up for install of modulator, regulator and vac lines for guys like me. This truck was new to me so it may help all the questions for new guys.
