Transfer case rubber mount, need advice

I'm replacing the transfer case mount and dropped the crossmember. After removing the old rubber from the mount I am left with what is in the attached pic. Is the inner ring supposed to come out? The outer ring seems to be welded to the crossmember. Advice is appreciated.
