Ive searched all over high and low, and cannot find what this thing is. Can anyone help me out? I can include a pic if needed. It is in the center of the bed on the bottom, right above the tires. Ive finally figured out what the rods for on the front underside of the bed are for, but this one I'm clueless!

There is actually a bracket that goes in there and pins to the top of the spring pack. The slings are supposed to be attached to the bracket.

Gimpyrob is correct on the answer. A bracket is pinned to the top of the spring pack and it goes into the "upside down C". On the end of the bracket is a loop and the sling is attached to that bracket. The brackets are hard to find on the loose and when found, most of the time they are scrapped because no knows what they are. I have saved two sets from being scrapped because the owners did not know what they were.
One of the few, Frank USMC RET.

They are not that hard to fabricate, if only intended for a conversation piece or display purposes.
