I Goggled that number twice and added a 00 first time and a 01 the second time after the 2540. If it's an NSN, you don't have enough digits. Even with me inserting what I thought to be right, brought up nothing. Look at your source for that number again.

That's the FSN on the side, its a complete number. It's also dated 1968.

Sometimes in the ´70s the military ran out of federal stock numbers, so the national stock number was adopted.
By inserting the national symbol 00 after the federal supply class number, the old federal stock number was converted into the new NSN, and a second series of NSN´s was created with the national symbol 01.
So Steelandcanvas did the right thing trying to research the number.
Old FSN´s consist of 11 digits, the number is complete.
