am general has sent letters to every state demanding they now title them, BUT they are doing it knowing they have lost in court and in the fed government on the on road issue..... you are 100% wrong on the government sending anything out about the titleing (recently last few years) of the vehicles. they now state that they have no say or opinion about former MVs being on or off road and they have been saying it it up to the state to title or not title them.
When you say regarding AM General that "they are doing it", that sounds like a current (present tense) activity. Is there a recent letter from AM General "to every state" and is a copy available?

yes AMG is active contacting states when a new bill is put forward allowing HMMWVS on the road. and many have gotten letters in the mail demanding that they stop making parts, using the hmmwv name in any way, etc... and yes DLA now states that they have no issue with on road use, its up to the state... this came out during a recent IG investigation, and when pogo.org went after DLA about it last year.
