What is this cable for?

Does anyone know what this cable is for? The insert in the Cannon connector is a 22-2 and the plug is about 1 3/32" in diameter. With the key at the top, the top contact is + and the lower left contact is the -. The label next to the Cannon plug is marked W16 P2 (A15J1) . The other label is marked W16 64755 3009545-001.

64755 is the CAGE Code for HARRIS CORP, GOVERNMENT INFORMATION SYSTEMS DIV. So it's probably something that they built.

That is to power some sort of equipment off the slave, radio, water heater, MRE heater, tool, that 3 prong plug is a common hook up.

Cool! Now if I just had a truck with a NATO plug I might find a use for it!
