Typically a vehicle, or any other piece of property, is "TIed" for turn in.
If it is going to disposal, nothing gets fixed that won't keep it from getting to the turn in site. This type of "TI" is often intended to sort out the least cost effective items to keep vrs the one to get rid of.
If it's going to a another unit, it is usually "TIed" and brought up to "10/20" standards, which means all the services and inspections covered in the -10 (Operator's) manual and the -20 (Organizational Maintenance) manual get performed and all the "BII" (basic issue items) are put with the item.
