I believe this is a Miltope unit. They delivered a computer that looked very similar to this one to OMS shops to replace the PSM-80 and PSM-95 computers used for vehicle maintenance.

It's a military spec laptop. I used to build parts for these. It is extremely tough and impervious to Electro Magnetic Interference or EM pulses that could occur from jamming equipment or certain types of explosives or electronic counter-measure devices.

I concur with the others - it looks like one of those Miltope maintenance computers which show up from time to time, usually as a buy-three-and-make-one-good-one proposition. I think most are Pentium I or II at best. I've got an older one here at work that's actually built around a 386 processor which I use for running the Motorola RSS for programming Sabers etc.
