What's proper use of troop seat hold up brackets?

What is the proper orientation of the troop seat brackets that hold them in the up position, and the bungee? I can only seem to get them to slide between the rail and the upright seat in one orientation, but then the bungee is facing the outside? How do you get the bungee to hold the tube down?

What am I missing here? Anyone have a picture of one correctly in use? Thanks!
