What's this lever on column do?

the 5 tons usually have a sprauge transfer case which engages the front end when the rear wheels start to spin. i'm sure i will be corrected, but thats how it works.

My m-62 has same control, it's for the trailer brakes. Also has sprag run front axle, no switch always on. On the big trucks we usualy call it just the "spike".
