What's w/ the lights mounted here.

Sorry if this is a dumb ? but why are the headlights mounted here? I don't know much about 109's but this is diff. then what I'm use to seeing.

Older trucks had them mounted on the lower part w/ow. Then mounted above w/w. Later on, it just became standard to mount them higher regardles of w/ow or w/w. My '67 had them mounted in the lower position. Nothing wrong with it, just location
