Who controls the ads at the bottom of page?

Over the last couple of months I've been noticing more and more ads at the are in Chinese why? Also more and of them are inappropriate or have no bearing to the site.

Curious question... I use a regular browser and almost all the time on my PC.
I am not seeing any ads at the bottom of my pages.

Wonder if what you are seeing are because of the Ap that you are using?
Maybe on your phone?

I think because we have upgraded accounts we don't see the ads.
