why is my steering wheel all sticky

I had an old Ford truck that used to do the same thing. It is not sweat or oily hands, it is stuff coming out of the plastic itself. For some reason, it happened most often when it was wet and cold outside-during or after a cold rainstorm. Found that I could just wipe it down with paint thinner on a rag and fixed it for a couple of months. Paint thinner doesn't hurt the plastic or anything that you might spill it on.
