Wiper valve construction

Ok, I am having an issue that is really throwing me.

I have no wiper operation. Now I know what you are thinking but this one is not the typical thing I am finding when I have searched and searched.

I have no air coming from the valve, but I have air to the valve. I can open the valve all the way and NOTHING comes out. I have not disassembled the valve yet, is it possible for the needle to seize while the knob still turns?

Pulled the valve out, found the metal tube through the dash was plugged solid. Replaced with one off the parts deuce and now I have air pressure.
