Zipper Boot Questions.

I will be replacing both zipper boots and have a couple questions.
1-Is it necessary to safety wire the bolts?
2-What is best to seal both sides of the zipper?
3-Does the tire need to come off? Looks like its doable to me with it on.

Picture hanging wire works and I don't know if its necessary or not it dose keep any bolts from being lost .

Silicon works on the out side of the zipper nothing on the inside .

I have always taken the wheel off . The more of them you change out the easier they get .
